BCA stands for Budget Control Act of 2011, a US law abbreviation.
Law that ended the 2011 debt-ceiling standoff by raising the limit in exchange for caps on discretionary spending over ten years and a "supercommittee" charged with finding further savings. When the committee failed, automatic across-the-board cuts called sequestration took effect in 2013.
Example: Defense planners blamed BCA sequestration for delayed maintenance and training.
Usage notes
President Barack Obama signed it on August 2, 2011, the day the Treasury was projected to exhaust its borrowing authority. Standard & Poor's downgraded the US credit rating days later. Congress repeatedly raised the caps through bipartisan budget deals before they expired after fiscal 2021.
