CategoriesMedical

OPPS stands for Outpatient Prospective Payment System, a health insurance abbreviation.

Medicare's payment system for hospital outpatient services, such as emergency visits, outpatient surgery, imaging and clinic visits, which groups services into ambulatory payment classifications with set rates. It took effect in 2000.

Example: Under OPPS the hospital outpatient department is paid more than the surgery center for the same cataract case.

Usage notes

Hospital outpatient departments often receive higher payments than physician offices or ambulatory surgery centers for identical services, fueling debate over "site-neutral" payment. The annual OPPS rule also maintains the inpatient-only procedure list.
