HHS OCR enforces the HIPAA privacy and security rules and nondiscrimination law in health care; Education's OCR enforces Title VI, Title IX and Section 504 in schools and colleges.
Example: The patient filed a complaint with OCR after the clinic disclosed her records without consent.
Because the offices share a name, complaints must go to the right department: health-information breaches to HHS, school discrimination to Education. Settlements reached with OCR are usually called resolution agreements and may include corrective action plans or payments. In technology, OCR means optical character recognition.
