1. Individualized Education Program

Legally binding written plan, required by the Individuals with Disabilities Education Act (IDEA), that sets out special education services, measurable annual goals, accommodations and placement for a public school student with a qualifying disability from age 3 to 21. A team including parents, teachers and a district representative writes and reviews it at least once a year.
Example: At the IEP meeting, we added speech therapy twice a week and extra time on tests.
Students qualify under one of 13 disability categories and must need specially designed instruction; about 15 percent of US public school students have an IEP. Evaluations are repeated at least every three years, and transition planning toward adult life must begin by age 16. Parents have rights to consent, records and due process. Often mistakenly expanded as "Individualized Education Plan".
2. Initial Enrollment Period

Seven-month window around a person's 65th birthday (the three months before, the birthday month and the three months after) when they can first sign up for Medicare Parts A and B. Enrolling late in Part B without other qualifying coverage leads to a permanent premium penalty.
Example: Your IEP runs from March through September since you turn 65 in June.
The Part B late penalty adds 10 percent to the premium for each full 12-month period a person could have had Part B but did not. Workers covered through a large employer can delay Part B and later use a special enrollment period. In special education IEP means individualized education program.
