1. English learner
Education & Academia · K-12 Education Abbreviations
Federal term in the Every Student Succeeds Act for a K-12 student whose native language is not English and whose difficulties with English may prevent meeting state academic standards. Schools must identify ELs, provide language instruction and test their English proficiency every year.
Example: EL students made up 22 percent of the school's enrollment this year.
ESSA moved accountability for English learners' language progress into Title I. The federal Office for Civil Rights and the Department of Justice have issued guidance on schools' obligations to EL students and their parents. Some states now use ML (multilingual learner) instead.
2. Employers' liability insurance
Business & Finance · Insurance Abbreviations
Coverage for an employer's legal liability when an employee sues over a work injury or illness, protecting against claims outside the workers' compensation system; in the UK it is a legal requirement for most employers.
Example: The contractor's EL certificate must be displayed or accessible to staff.
In the US it forms Part Two of the standard workers' compensation policy. UK law, under a 1969 act, requires at least £5 million of cover, and most insurers provide £10 million.
