ELL stands for English language learner, a K-12 education abbreviation.
Student who is learning English and whose English proficiency is not yet sufficient for full participation in regular instruction. The term was standard in US schools in the 2000s and remains widely used in research and on state report cards.

Usage notes
The No Child Left Behind era popularized ELL; the Every Student Succeeds Act of 2015 uses "English learner" (EL). Students are identified through a home language survey and a screening test, and they exit after reaching state proficiency criteria. Former ELLs are monitored for several years after reclassification.
