Cong. Rec. stands for Congressional Record, a legal citation abbreviation.
Official record of the proceedings and debates of the US Congress, published daily when either chamber is in session and later in a permanently paginated bound edition. Courts sometimes consult floor statements in it as legislative history.
Example: The senator's floor statement appears at 168 Cong. Rec. S1234 (daily ed. Mar. 1, 2022).
Usage notes
The daily edition uses separate page prefixes: H for the House, S for the Senate, E for Extensions of Remarks and D for the Daily Digest. Bluebook citations to the daily edition add "daily ed." and the exact date. Members may revise and extend their remarks, so the Record is not a verbatim transcript. It has been published since 1873.
