CEP stands for Community Eligibility Provision, a K-12 education abbreviation.

Federal option that lets high-poverty schools and districts serve free breakfast and lunch to all students without collecting individual applications. Eligibility depends on the share of students directly certified through programs such as SNAP, now at least 25 percent.

Example: Because the district adopted CEP, every student eats free regardless of family income.

Usage notes

CEP was created by the Healthy, Hunger-Free Kids Act of 2010 and became available nationwide in 2014. The USDA lowered the participation threshold from 40 to 25 percent in 2023. Several states have gone further by funding universal free meals for all public schools.
