Sec'y stands for Secretary, a legal citation abbreviation.
Bluebook abbreviation for "Secretary" in case names and citations, common in suits against Cabinet officers and state secretaries of state. Lawsuits challenging federal programs often name the relevant Secretary in an official capacity.
Example: The citation reads Doe v. Sec'y of Health & Hum. Servs., with each word shortened per Table T6.
Usage notes
Table T6 also gives "Hum." for Human and "Servs." for Services, so long agency names shrink considerably in citations. When an official leaves office, Federal Rule of Civil Procedure 25(d) automatically substitutes the successor, which is why case names change during litigation.
