1. Official development assistance
Business & Finance · Economics Abbreviations
Government aid designed to promote the economic development and welfare of developing countries, as defined by the OECD's Development Assistance Committee (DAC), including grants and concessional loans. It excludes military aid.
Example: The government cut ODA from 0.5 to 0.3 percent of gross national income to fund higher defense spending.
Rich countries endorsed a target in 1970 of spending 0.7 percent of national income on ODA, which only a few, such as Sweden, Norway, Luxembourg and Denmark, have consistently met. The United States has been the largest donor in absolute terms while giving a small share of its income. DAC members' combined ODA has exceeded $200 billion a year in the early 2020s.
2. Operational Detachment Alpha
Military · Military Unit and Organization Abbreviations
Basic 12-member team of US Army Special Forces, commanded by a captain with a warrant officer as assistant commander and paired specialists in weapons, engineering, medicine and communications. The team is often called an A-team.
Example: The ODA spent six months training partner-nation soldiers in mountain warfare.
Each ODA is built so that it can split into two six-man elements. Special Forces companies are organized as Operational Detachment Bravo (ODB) headquarters over several ODAs. ODAs with partner forces toppled the Taliban government in late 2001.
