Founded in 1857 as the National Teachers Association, it became a union focused on collective bargaining in the 1960s and 1970s. Its affiliates in each state bargain locally. It created Read Across America in 1998, held around Dr. Seuss's birthday. In federal arts funding, NEA means the National Endowment for the Arts.
