H.Res. stands for House Resolution, a political abbreviation.
Prefix for simple resolutions in the US House of Representatives, which concern only the House: adopting rules for debate, electing officers, censuring members or expressing the chamber's opinion. Simple resolutions do not go to the Senate or the President and do not become law.
Example: The H.Res. censuring the congressman passed on a largely party-line vote.
Usage notes
A "rule", the Rules Committee resolution that sets the terms of debate for a bill, is a special kind of H.Res. Articles of impeachment are also introduced as House resolutions. They are numbered in a separate series from H.R. bills, so H.Res. 1 and H.R. 1 are unrelated.
