S.Con.Res. stands for Senate Concurrent Resolution, a political abbreviation.
Prefix for concurrent resolutions originating in the Senate, which need approval by both chambers but not the President's signature. They are used for budget resolutions, joint sessions, adjournments and nonbinding statements of congressional opinion.
Example: Senators passed S.Con.Res. 1 to schedule the joint session for counting electoral votes.
Usage notes
Because concurrent resolutions are never presented to the President, they cannot bind executive agencies. Congress lost the ability to use them to overturn executive actions after the Supreme Court struck down the legislative veto in INS v. Chadha in 1983. Budget resolutions alternate between House and Senate origin depending on which chamber acts first.
