CategoriesGovernment & Politics

NPRM stands for Notice of proposed rulemaking, a US law abbreviation.

Document a federal agency publishes in the Federal Register to propose a new regulation or a change to an existing one, explaining the legal basis and inviting public comment, usually for 30 to 60 days. The agency must consider comments before issuing a final rule.

Example: Comments on the NPRM are due by March 15 through regulations.gov.

Usage notes

Agencies sometimes start with an advance notice of proposed rulemaking (ANPRM) to gather ideas before drafting. Significant proposals are reviewed first by OMB's Office of Information and Regulatory Affairs. Comments can be filed by anyone, and agencies must respond to significant issues raised in them when finalizing the rule.
