Usage notes
Candace Lightner founded it in California in 1980 after her 13-year-old daughter was killed by a repeat drunk driver. It campaigned successfully for the 1984 law that led all states to adopt a drinking age of 21 and later for the 0.08 blood alcohol limit. It now also advocates ignition interlocks for convicted offenders.
