FMR stands for Fair Market Rent, a public program abbreviation.
Rent estimates HUD publishes each year for metropolitan areas and counties, usually set at the 40th percentile of gross rents for standard units, used to set voucher payment limits and other program rents.
Example: The voucher only covers units up to the area's two-bedroom FMR plus utilities.
Usage notes
Housing agencies can set payment standards between 90 and 110 percent of FMR. In some metros HUD uses Small Area Fair Market Rents by ZIP code, so vouchers stretch further in higher-cost neighborhoods. FMRs often lag fast-rising market rents, making it hard for voucher holders to find units.
